1917 Aid Stamps, Unissued Moscow Issue: Due to WW1 and the Russian Revolution, these stamps were not released. It remains unclear whether they were delivered but remained unissued or were sold to dealers later. The Romanian 1974 and 1984 Catalogues, as well as Michel, list the lower two postal values (5b green & 10b red). The 50b revenue/fiscal value was discovered in the 1980s, while the 1L & 5L values later. The last three values are listed only in the Cojocar Revenue Catalogue (2012 edition) and are not priced, as they are very rare. The set is unused, hinged, in very fine condition, and rarely offered.
