Tulcea – Tulça : 1877 Ottoman telegram of 32 words, numbered 158, sent from Babadag to the Governor of Tulcea during the ‘Russo-Turkish War’ (1877-1878), dated ’31 Mart 1293 = 12 April 1877′ showing extremely rare strike of bilingual negative ADM.TEL.IMP.BAS.DANUBE * TOULTCHA* MEVKI-I TELEGRAF-I TULÇA 1274=1857 seal in greenish (Isfila book fig.
