1873, 4 sen rose, plate 1, a lower right corner-sheet example from position 40 (defective at left), ink-dot denoting the specimen status, affixed to “Council of State” announcement No. 120 dated Meiji 6.3.30, notifying “4 sen stamp as shown on the left to be issued this year 4th month 1st day”. This was the first ministerial order of Japan announcing a new stamp issue. (JSCA ¥500,000).
