1905 7k Postal stationery envelope uprated 3k to pay overseas rate to Germany. Initially cancelled by hand, probably in the field, before sending to HARBIN, when opened and resealed with label reading: CENSORSHIP COMMISSARIAT H.Q. AT REAR OF THE MANCHURIAN ARMIES.
