TREASURY ROULETTE: 1d Red-Brown pl.152 OB with “Treasury Roulette” perforation on three sides tied on 1853 (Nov 30) envelope along with normal 1d pl.164 DC (normal overlapping left side of roulette but has been partially lifted in the past with photo incl.), both tied by “466” numeral of Liverpool, with London and Chichester bs, slightly soiled, scarce as a provincial use and thought to be a UNIQUE COMBINATION of a Treasury Roulette and a normal on cover, cert.
