1903 (Jan 24) Envelope sent registered within St. Petersburg with 5k (corner perf. fault) & 7k Arms on horiz. laid paper tied by neat “XVII” numerals in blue-black for the Otdyel sub-office, with registration label adjacent from Otdyelenie 7 (to which Otdyel 17 belonged), with mauve arrival bs on reverse, a rare example of this cancel on cover, ex “Nikolai”.
