1914 Ppc from Jersey to Tigne (Malta), taxed with ‘1’ in circle, black boxed hs applied “TENDERED ON RECEIPT TO POST ORDERLY / WHO REFUSED TO PAY THE CHARGE”. Since it was addressed to a member of the R.G.A. this hs indicates that the Army’s postal authorities declined to pay all underpaid mail and let the recipient collect it from the Post Office. Rare.
