1899-1900 EMPIRE: The First Russian Registration Labels: Attractive one frame exhibit on 16 pages neatly presented and knowledgeably written up. This collection is a chronological study of these short-lived Registration Labels introduced from January 1, 1889 and replaced from January 1, 1900. It is important to note that there was no instruction concerning the language to be used for the labels, and all known labels, except those of St. Petersburg, are in the Russian language.
