1917 incoming mail from UK to Military Attaché Colonel Napier in Teheran, re-directed to Hamadan by Persian mail and franked with 9ch for double rate, stamp tied by Teheran May 5 1917. Because Hamadan was occupied by the Russians, a rectangular Russian censor mark used for civilian mail was applied; a very fine and scarce re-directed mail from the Russian occupation of Hamadan.
