Description
1873, 4 sen rose, plate 1, a lower right corner-sheet example from position 40 (defective at left), ink-dot denoting the specimen status, affixed to « Council of State » announcement No. 120 dated Meiji 6.3.30, notifying « 4 sen stamp as shown on the left to be issued this year 4th month 1st day ». This was the first ministerial order of Japan announcing a new stamp issue. (JSCA ¥500,000).
