SHANGHAI: 1903 Postcard from Vladivostok to Shanghai franked with Arms 4k paying the UPU rate, with Russian P.O. Shanghai arrival (T&S type 1, Gregorian calendar), passed to the Chinese P.O. and franked with two China 1/2c Dragons tied by « SHANGHAI / LOCAL POST, » the imposition of a local delivery charge is very unusual.
Note: This was a time of tension between Russia and China owing to the continued presence of Russian troops in Manchuria. 上海:1903年明信片由海参威寄上海,贴俄国4戈比票,支付万国邮联邮资,销上海俄国客邮戳(T&S1型公历),再经中国邮政,贴蟠龙半分邮票销上海工部戳,这种本地收费是十分少见的
