1899 Special delivery 10c de Peso on 10c mint h.r. from the special printing in March 1900 for display at Paris and Pan-American Exposition, very fine and scarce, only one pane of each denomination was used, reverse with « SPECIAL SURCHARGE » hs and signed J.M.
