It will be noted that they were referred to as “timbres spéciaux” not “timbres-poste spéciaux”. It would appear, nevertheless, from the correspondence that they were given the status of postage stamps in Egypt, and that they were the forerunners of the commemorative series to be issued. The letter was signed by Saba Pasha as Director General of the Postal Administration. On October 10, 1895, De La Rue sent to Egypt an Appendix of 21 colour trials, 3 of them monochromes and 18 bicoloured in the 3 values. On October 23, monochrome designs were accepted by Egypt.
